could i just put this on my desk and rest my elbows on them that way?

No, they should be screwed to the arms of an office chair

Can these be affixed to a tubular arm?

I doubt it. However they might sort of sit atop the arms if the screw holes in the arms line up with the arm pad.

From the measurements, the metal bottom insert is 1.8 inches wide. How wide is the indentation on the bottom of the arm? Thanks!

The inset (or indentation) is 1.8".

Are these flat on the bottom? I want to lean one directly on my L shaped desk.

They are flat but not perfectly flat. Without the four screws keeping it secure, they will simply rest on an extended part of the underside, which is substantially flat. That is the partial good news. However, they can very easily wobble as this extension does not extend to the entire underside of the armrest.
