Can i Use this program on two computers

This is a single user license that you can install and activate on two of your personal computers.

Can I use it on an external hard drive?

Your media files can, of course, reside on an external drive. You can install the application on an external drive as well but some of the files for licensing need to reside on the internal drive. So if you're looking to install on an external drive and move that drive from computer to computer, it doesn't work that way. You can install Premiere on all of your personal computers and log in to activate on the system you're currently using. Two computers can be activated at one time.
