Yes, you can. It's made to really last. Recommend to thoroughly clean the rims before applying and use a garbage bag behind the rims so the plasti-dip doesn't get on your wheel rotors. Use 1 can per rim. There's a step by step how-to video on YouTube provided by the makers of plasti-dip and several customer reviews, also.

Anyone use this on foam? I'd like to strengthen a pluck foam cutout I made and wondering how well it works/lasts.

I use it to seal very similar foam all the time, and it works great. You'll need to fill the pores of the foam with it, so unless your'e jsut trying to give a very small amount of firmness, you probably want to buy the paint-on kind instead of spray.

is this color matte black

Yes, it is a flat color. If you add the "Glossifier" coats on top it becomes more of a satin black. Make sure you follow the instructions and watch a few you-tube videos to get the best results possible. Any negative reviews you have read are likely people that haven't followed the manufacturers' directions. This stuff is great!
