can the release screw (air release) at the bottom of the reservoir be replaced?

That's not an air release. It's to drain water that accumulates in the tank from condensation. I lost my valve when I was draining it and replaced it for less than $10.

Can i lower psi to 70? i noticed it shows 84-114

You can definitely adjust the outlet pressure to anything lower than that range. I think that may mean it’s set so it pressurizes to 114psi, then turns off until it drops below 84psi, at which point it will top itself off back to 114. In other words, it will do it’s best to maintain an internal pressure between 84 and 114, so you can rely on any pressure below 84 to be supplied consistently.
