Does anyone know what they mean by "The range is +/-40 to +/-70"?

Thomas, that is the range of the water temperature. The minimum temperature that the thermostat will regulate is 40C and the maximum is 70C. The recommended temperature for a hot water cylinder is between 60C and 65C. Below 60C microbes can accumulate in the hot water system. 65C is very hot and should be the maximum setting for most applications.

Does this actually include the heating element or not, the description is inconclusive?

No, it's just a thermostat, to work with the immersion heater that's already in the tank. A new installation will probably have a thermostat supplied with the immersion heater, this is just a replacement thermostat.

How long is this thermostat actually, the description mentions is 7inch, 11inch and 18inch?
