Is this ok to use on a patio if you have a cat?

Like all chemicals you need to be very careful where any animal is concerned - having said that I am not aware of any direct problems or effects on cats. Cats like dogs really don't like the smell of it as it is disinfectant (a very powerful one). So if you want your cat to be with you on the patio, then perhaps not a wise choice.
