Is this the same as a "hard tack" which was used by soaking in water & then adding cukes, onions, tomatoes, etc.?

No this is more like the " John Wayne cracker" of the Vietnam era c- rations . Thicker and firmer than saltine crackers . If u want hard tack you probly should make it your self . Many recipes on the net .
