Can you tell me how deep the water can be, or how much water it takes to fill?

I'd say the water goes about 7 inches deep. I usually only have it at 3 inches and it allows for great, fun water play for my 2 1/2 year old. I keep it outside so I fill it with a garden hose. It probably would take about two gallons to fill it to 3 or 4 inches deep. It provided hours of fun for my granddaughter. It's easy to clean and store away for the winter. It's a perfect size. I've seen other ones that were too big. This is perfect for two or three children to play in at a time.

How do you make the lily pad spin except by hand ?

They should have designed this so the water makes it move. That's the whole point of the slide.

Does the specified height (28.5 inches) include the tower? How high above the ground is the table?

Yes that includes the highest point. The top of the water bowl area is about 17 in. from the ground. It seems to be a fun table even though it's fairly small. I have a 3.5 yo and 13 mo old and both enjoy it.
