Hi what in the lip length is is 38mm?

The short outside dimension of the "L" section is 38mm and the inside dimension 30/31mm, the corner has a radius.

How are these most suitably cut = hacksaw, knife or do they they need something more substantial?

They can be cut with a Stanley knife, I found it easier to cut through the back to start, then fold the upvc over along the cut line and finish the cut. I found it quite easy.

Can these be used as a skirting board cover

Not usual , but that doesn't mean you can't . Thickness of skirting and is it flat at the top would come into it for the short bit of capping at the top. I don't remember the internal measurement of this . Would need to check. If not wide enough the UPVC could be trimmed to suit and caulked in against the wall.

is this board truly 'square' or does the flat surface curve slightly?

The board is is square with a small curve where the lip is. This board is easy to cut and can be use to cover steps , window ledges and skirting boards.
