can you rotate when fully extended?

What do you mean by "rotate?" The stands locks are secure unless I need to rotate the pole, I just unscrew and re-secure the set screw!

Anyone ever use this with a SoloShot3?

No I haven’t but, I have my Sony hd camcorder mounted on a motorized plat form. My set up is bulky and the stand can handle up to 15lbs. So this stand should work very well for you.

Can you put a Solo Shot camera on this?

I use this one with my Solo Shot. Works awesome and you are above the crowd at all times.
