what is the diameter of the screw, IOW what size hole does the disc need ?

Hole diameter = .076 Screw head dia. = .176

Do these have/are they supposed to have 2 little red washers? Although my Dremel mandrel doesn't have any, looks like most others I've seen have them?

I have seen them both ways. Mine does not have the washers. Works fine

Will this fit the B&D RTX-B or is it only for Dremel tools?

I have a blue hawk rotary tool & it fits it fine. So if your buying something that fits a Dremel, it will fit another rotary like the Dremel
