is the measure cup a "rice cooker" size cup or a standard size cup?

It's a rice cooker sized cup (1 gō in volume, which in Japan is a customary rice portion for one person). It's 180 ml or almost exactly 3/4 of a 236-ml US cup.

Will this seal tight enough to keep out pantry moths? I just found they had invaded the Tupperware where I stored my rice.

I do not have this product so I can't comment on how air tight t is, but... I had this problem a few years back and bought these traps from Amazon as well as putting as many items in air tight containers as possible, and that really worked. About more than70.55 ounces (2kg).

Can I store this container in the freezer?

No. I would not recommend it. The canister is for storing dry goods. And the pouring spout is not sealable - the measuring cup just sits on top. There are other containers that are suitable for freezer - not this one.
