Hi Jasmine,The one I received was carbon activated. I know that it will fit your 2013 Jetta TDI for a fact, as I installed in my 2014 Jetta TDI, they're both MK6-A6 Body style, but as for the tiguan I don't know. Use the vehicle fit tool provided by Amazon and it will tell you.
