How flat is this brush? I'm looking for a brush to do a fairly fine line.

The brush is flat and a little too wide for what I wanted, but it's still a great brush. I do use it for filling in and brushing the brow. Sigma makes a small, flat, angled brush for lining your lids but I use for my eyebrows. I have very sparse brows and need a small brush to set a line.

No it is not. It is an amazing brush. I use eyeshadow a lot for eye liner and I use this brush exclusively for that. Sigma brushes are amazing . Hope that helps.

Is the e15 good for doing eyebrows?

I never used it for that purpose, wouldn't an angle brush be better for that purpose? I use it to smudge colour on my bottom lid

Is this brush good for the waterline?

Don't use it for my waterline. I use this brush with concealer to clean up my eyebrows after drawing it in. I'm sure you could use it for bottom waterline
