What's the difference between this product, the ac511m, and the ac511 (without the m)?

The ac511m has a plastic mount that attaches to the stand. Newer Dell monitors do not have the slots in the monitor for it to mount to. Otherwise it is same soundbar as the ac511.

how long is the USB cable?

Mine (purchased December 2021) is at least 3 feet long. Has an attached velcro cable tie.

Can this be used on a dell s2721dgf?

This soundbar is not compatible with the Dell S2721DGF monitor.
