Party balloons are characterized by their round-shaped body with a single or multiple colored plastic or rubber outer layer. The balloon is then filled with helium and the mouth of the balloon is sealed off, leaving only a small opening. The helium in the balloon allows it to easily float in the air. They are often used during celebrations such as birthday parties, weddings, and graduations.
