This does come with 2 sterile cartridges, though in my experience, the cartridges are prefilled and sealed. I'm not sure what I would use the empty cartridges for. As stated, this is not a complete kit, it does not include the disposable injectors (needles) that attach to the tip. As a kit, it has no way to administer anything. This may be obvious to those familiar with it and already use such devices. Just something to be aware of if just getting into it. It's not a bad unit and it feels well made.
