I've used this for more than 20 years.** A: I have noticed the same thing. I have used this product for over 50 years. I have noticed lately that if I’m outside working and sweating, it will smudge under my eyes or if it rains and I get hit in the face with a raindrop or water, it will smudge. **Q: Is this water proof? is it okay to wear on rain?** A: this one isn't but you can buy one that is **Q: does this flake onto face, i.e., under bottom lashes?** A: I have been using this for years....
