When extended fully, the cord is very rigid and doesn't pull out any more however.. after reeled in and set in place with the level upon dial, depending on the weight you add to it, it isn't rigid, it extends as if elasticated. However, if you continue to reel it in after it's already reeled in, this slack gets reduced (which is why it has the strength arrow printed on it) the slack is still technically there but it requires a great deal more 'pull' to extend the length without releasing the latch. I don't have any weights to test it with but when fully reeled in, i was able to pull it out half a meter with barely any effort (this is probably about 5kg of pressure). After i turned over-reeled it in a few notches the same pull resulted in a few centimeters of slack. Pretty cool. As for build quality, it seems like a very classical build, isn't particularly heavy or solid seems like a copy of a more ancient product but done in a plastic shell. I gave it a decent amount of abuse and it held well, didn't break or disintegrate.
