Eye makeup in particular cannot help but get bacteria in it, and become a risk of transferring it to your eye, causing expensive and risky eye infections. Since these are reasonably priced, it isn't painful to pitch them when they start to get clumpy - it acts as a "signal" that they are done, and it is time.
