Will not be touching skin.**
A: Technically, candle dye can be used to dye mineral oil, but it's not recommended.  Candle dye is designed to be used in wax, which is a completely different substance than mineral oil.  Candle dye is typically made with dyes that are soluble in wax, but not necessarily in oil.

**Q: Can this be used for essential oils?**
A: This is not skin safe dye, this would be for candles.
