Both thermostats fit correctly, popped right in and have worked perfectly since. This lower thermostat appears to be a universal fit for just about every electric water heater made. This was the part of my water heater that was bad. Apparently there is no way to test for it. I had some plumbers come out at first and they told me that my elements were good, reset the thermostat and told me to call them if it continued to fail. The reset is actually on the top thermostat so I replaced it first, I ordered them at the same time but the top one got here first.
