E6000 Plus is fantastic for Rhinestones but not so sure with the paper card. You may need to leave it to dry completely. Yes, E6000 adhesive would be suitable, but I would like to stress that it will take 24 hrs to cure, especially on card. E6000 Adhesive will be great for the pebbles not so much on card and paper but it you leave it and don't fiddle, it should be fine. Have been using it on leather and it does discolour it, but i was using crystals so didn’t matter much. Doesn’t have a hi tack though, can occasionally peel away like pva.
