They are fastened on with plastic rings that detach. I bought more rings and fastened them together and then added a toy, so that they were a bit lower. Hope this helps **Q: Is this pvc-free and bpa-free?** A: Sorry can't answer that. Maybe check with manufacturers. **Q: Are the ball standa steady on the floor or carpet?** A: I use mine on both carpet and wood floors. Very steady on both. **Q: Ball does not appear to make a sound as description implies, am I missing something** A: No, the ball doesnt make a sound.
